I made a printable template of a thief stealing a money bag and just printed the template out and cut each picture out. Then I stapled the picture to some oatmeal pie snack cakes for the kids. If you prefer a different snack that is not loaded in sugar then try filling a very small ziplock bag with treats and staple the paper to the that. That will work fine too.
